Public hearing to consider approval of an agreement that concerns the agricultural, habitat and water resources of Conaway Ranch and that, in particular, exempts certain proposed conservation easements from a County moratorium. In addition, consider adopting related findings, determining that these actions are exempt from the California Environmental Quality Act, and rescinding all prior Board of Supervisors actions concerning a December 17, 2010 agreement on the same subject.
